Less money means fewer weapons, reduced recruiting, training and reconnoitering capabilities, less capacity, and a diminished ability to purchase technology or pay specialists to provide needed expertise. All these inputs are needed to conduct terrorist attacks; should a group have less money to acquire them, conventional wisdom suggests it will be able to mount fewer attacks.
